HOOBA is a Brussels company that sets up and runs shared fleets of electric bikes, kick scooters and cargo bikes for companies, office buildings, campuses and public bodies. Connected locks, a booking app, maintenance and insurance are included, so the organisation has nothing to manage.
About HOOBA
HOOBA was founded in Brussels by two brothers, Serge and Adrien Devillers, who both worked for large mobility companies. The idea took shape in 2019 when Serge proposed a shared bike fleet as a CSR project at his employer. Launched in 2020-2021, HOOBA ran its first pilots for the coworking space Hive 5 and for Befimmo, and won its first public contract with the Port of Brussels. In 2022 it joined the Forward programme, received the public's prize there, and raised funds from investors including finance&invest.brussels, Credal and Citizenfund. HOOBA now serves companies, office buildings, public administrations, coliving residences and campuses, and opened a presence in Antwerp in 2023. Its offer covers e-bikes, kick scooters and cargo bikes, the HOOBA app and management platform, maintenance and repairs, insurance, vehicle branding, short-term rental, parking set-up and mobility challenges. Reference clients shown on its site include Cofinimmo, Befimmo, Sibelga, Proximus, BNP Paribas Real Estate and the Port of Brussels.

Shared e-bikes and kick scooters for the tenants of 12 buildings
Cofinimmo wanted its office buildings to offer tenants an easy alternative for city trips without adding to its own workload. HOOBA now runs vehicles in 12 of its buildings. At the Tervuren 270 head office (The Gradient), HOOBA chose the vehicles with Cofinimmo, branded them and a dedicated zone in the lobby, and handles maintenance, repairs and insurance. Usage statistics led to growing the fleet from 12 to 18 vehicles (10 bikes and 8 kick scooters), and regular mobility challenges keep tenants riding. The building became the first in Belgium to earn the ModeScore Gold label, partly thanks to the service.
From one pilot to shared e-bikes in four office buildings
Befimmo, an investor and developer of office buildings and coworking spaces, wanted a quality e-bike service for the staff of its many tenants, with no extra work in-house. HOOBA started with a pilot at Befimmo's newly moved head office: it proposed bike models, then took on financing, insurance, maintenance and repairs, fitted smart locks for sharing and booking, and shared usage statistics every month. Satisfied with the bikes and the team's response time, Befimmo added bikes on the first site and opened fleets in three more buildings. Tenants borrow a bike for free with their smartphone.
E-bikes and trailers as work tools along the canal
The Port of Brussels needed a better way to clear its 14 km of canal banks: distances were long on foot, some spots could not be reached by van, and the Port wanted to cut CO2 emissions. HOOBA met several trailer and cargo bike suppliers, then delivered 4 e-bikes with trailers and an electric cargo trike, all branded. It trained the staff at delivery, supported their first rides, and handles preventive maintenance and repairs for the whole contract.
A four-week team challenge to get a shared fleet used
RMB, a Belgian advertising sales house, gave its employees 8 shared e-bikes and kick scooters at the end of 2023, but uptake was slow: some staff did not know the service, the vehicles sat in an underground car park, and some were wary of riding in Brussels. HOOBA ran a four-week challenge: a launch breakfast, km and referral tracking in the app, collective goals that unlocked a donation to a charity plus individual prizes, internal ambassadors and regular communication. Hesitant employees started riding after group trips with colleagues.
Haute École Léonard de Vinci wanted staff to travel between its three campuses (two in Brussels, one in Louvain-la-Neuve) by bike, with a system to manage bookings and returns. HOOBA won the tender with 5 leased e-bikes fitted with smart locks, branded in the school's colours and delivered with helmets and bags. The management system makes sure bikes always return to one of the three dedicated parking zones, and HOOBA joined the launch events on each campus.
